1. Yes, the absolute maximum ratings show a 0.3 V offset to the power rails, which is the forward voltage of the diodes.
2. The absolute maximum ratings do not specify this, so in theory, it is 0 A. In practice, aim for less than 1 mA.

1. To add a bit more detail, here's the absolute maximum rating he's referencing.
2. I'd agree that you want to aim for less than 1mA. These diodes are ESD protection diodes. They weren't designed to be clamping diodes.
