That specification is taken when the device is powered on. I will get back to you later today on some idea on what will happen to this specification if the device is unpowered.

Hello, Itai,
When the device is unpowered, the input power presented to the input of the device, either the positive or the negative pin, should be limited to +/- 0.3V with respect to ground of the device.
The 20 dBm presented in the datasheet as the absolute maximum input power is specified with the device being powered.

Does the absolute maximum specification of 20dBm input still apply when the TRF is biased and the PD pin sets the device in power down state?
Also, what is the TRF0208 input to output isolation while the device is in PD state?
