The "R" means that the chips are packaged on a large reel; this makes no difference for the chips themselves.
Chips with the marking "28C45" could have been sold as UCC28C45DCK or UCC28C45DCKR.
Chips with the marking "2C45" are sold as UCC28C45DCKR.
And the OPN UCC28C45DCK is obsolete.

For PN UCC28C45DCKR we have 2 markings available.
28C45 and 2C45
What is the difference between the 2 markings? What does "8" in 28C45 mean?

There are multiple manufacturing sites for this device, and I guess they use different markings for some reason. But for practical purposes, the "8" has no meaning.
The "8" is part of the original Unitrode IC part numbering nomenclature that carries brand recognition in the market.
