I notice that OPAx310 features no current-steering diodes connected between the input and positive power supply pin. What's the purpose to design without current-steering diodes? Usually I see general amps have diodes in both positive and negative pins.

This allows you to connect the inputs to some signal before the opamp is powered up.

Clemens is correct. I'll also add we have this application note called Op Amp ESD Protection Structures that goes into much more details of these two different ESD structures. I recommend taking a look at it when you have time.
