The LM358 is configured as a comparator (with positive feedback). As far as I can see, this does not make sense.

The inputs need to be swapped for this ground reference supply output to work at all.

The LM358 output is likely to oscillate because output capacitance, Adding a capacitor from output to IN- can help stability. R378 doesn't allow much output current, so output ground current in limited. LM358 doesn't switch between active souring and sinking quickly, so it's not the best choice.
