The inputs need to be swapped for this ground reference supply output to work at all.
The LM358 output is likely to oscillate because output capacitance, Adding a capacitor from output to IN- can help stability. R378 doesn't allow much output current, so output ground current in limited. LM358 doesn't switch between active souring and sinking quickly, so it's not the best choice.
