XTR117: ACCURACY SPECIFICATION IN DATASHEET SPECIFIES WORST CASE SPAN ERROR OF 0.4% BUT IS THIS 0.4% READING OR AT FULL SCALE

I am trying to fully understand the datasheet specifciation for the worst case span error. Below I show a picture in section 5.5 of the datasheet calling out a maximum of 0.4% Io from 200uA to 25mA. What I am confused about is 0.4% applied to the worst case at 200uA which would be 0.8uA error. Or could it be applied to the error at 25mA which would be 0.1mA error at 25mA for worst case.

This  is important to know since it could have been only applied to the low end situation when running at 200uA and was not meant to be applied to the high end 25mA.

I say this because all the other specifications of the part have excellent specifications except this one paramater. Since 0.4% error at full scale seems very large for this part?
