XTR117: 3 wire 4-20mA current loop

The datasheet for the XTR117 describes its application as a "2-wire, 4-20mA current-loop transmitter." Can it be used in a 3-wire configuration? If yes, how should the design look? If not, could you recommend a suitable 4-20mA current loop transmitter for a 3-wire connection?
