LM358PWR is recommended as a replacement for LM358PW, but what does mean [R] at the end of the model ?

It is difficult to say exactly what the R means. I tried digging around to find an answer. The LM358 is almost 50 years old and has a long history with various suffix. The LM358PW is obsolete. As you pointed out the replacement is the LM358PWR.
The only related information I can find regarding suffix differences is in the posts below which may give you some history but doesn't directly answer your question.
