After the INA4230 generates an over limit alarm, is there a latch function for over limit data, that is, can the over limit data be read after the alarm? Do I still need to read continuously to read the data when it exceeds the limit?

Section 7.2.1 of the datasheet says:
CNVR_MASK: … ALERT remains asserted until the CVRF field in the flags register is read.
ALERT_LATCH: When set to 1 the state of the Alert pin latches during fault conditions. To clear the alert the alert flags register must be read and the fault condition removed.

As Clemens mentioned, details about the latch function for over limit data are mentioned in table 7.4 of the datasheet. Yes, you can read the overlimit data from the CVRF register.
