What is the amplitude range of the 10MHz input sine? Is the question for signal conditioning, decoding, or both?

1Vpp ~ 8Vpp, the customer wants to make a zero-crossing circuit, which will be converted into a square wave, so the output rise time is very important and cannot be too long

You need a comparator and a fast one. How fast, depends on close in phase the zero cross should happen at output.

If phase doesn't matter as long as output has fast edges then it won't need to be as fast.
