On page 2, Figure 1. Battery Simulator Circuit, the BAT+ terminal on the right side output, the reference for the OPAMP at the top listed as -12V . Is this the correct polarity?
Same question for bottom +12V.

From the circuit instructions here (https://www.ti.com/lit/pdf/slva618), the -12V and +12V is connecting to the supply terminals to the OPA544 to power the op amp circuit. The actual battery terminals will be connected via BAT+ and BAT-, where BAT+ is connected to the output of the OPA544 to measure the charge current.
