Yes this is fine except your VDD1 supply must be referred to GND1. I don't see this circuit on your schematic so I cannot confirm.
If this is an issue, AMC3330 may be more appropriate so you don't need an additional isolated power supply.
Well, the VDD1 is an insolated power supply referenced to V_NEUTRAL.
So the actual configuration would be this one:

I see, thank you for providing a more complete schematic. Do you need to measure this continuously?
As of right now, you have a permanent connection from VAC to Neutral to PE through this resistor divider.
You may want to consider adding TPSI2140 type isolated switches such that you can measure Neutral to PE periodically and there is not a continuous current flowing from VAC to PE.
