I see the power down mode shuts the outputs off and goes to a low power mode but it doesn't say anything about the outputs in that mode. Are they pretty much high impedance or open collector except for steering diodes?

Hello Kevin,
When the device is powered by the supply rails VS+ and VS-, the use of the power down (PD) pin will set the outputs to high impedance.
If you do power sequencing and remove power from the device (even with PD pin set to be 'powered down'), the outputs are no longer bias to high impedance and can float/affect the output load.
As long as power is maintained at the device power supplies, the PD pin can be used to place the device outputs into high impedance.
