I have an overvoltage issue. From FIBER0_VCC_VP4 to VP4_OSFP0_LPWn/PRSn (pin 5), the voltage is approximately 3.9V. After passing through a 24.9K resistor, the current becomes very small. Does this mean it is acceptable?Because I saw that the current limit was 10mA

Yes, you need to l limit the input current below +/-10mA at IN2+.
Per your schematic, it is hard to read. Please see if the following schematic is correct. The upper one seems to be configured as comparator.
If an op amp is configured as comparator, you may consider to add hysteresis in the circuit.
