How would I calculate the maximum settling time for Vs= 24V (or +12V, -12V), Vstep= 10V, G=+1, CL to 20pF and to 0.1%?

    The settling time given in the table is a typical value.  For a 0.1% settling time with Vs = 40V, Vstep = 10V, G=+1, and CL = 20pF the typical settling is 2us.  This is the average settling for a population.  Typically most parameters like this will very +/-20% to +/-30% worst case.  So, you can estimate the maximum as 1.3*2us = 2.6us.  Your question askes for the same test conditions with a different power supply.  The supply voltage will not have a significant impact, so the 2.6us is reasonable.  Note that load capacitance, step size, and gain values will have a significant impact, so if you adjust these conditions the worst case will be different.  To check typical settling for different test conditions simulation can be used.
