op amp---DC amplification below -20mV

I have +5/-5V supply rails, want to amplify a DC input in the range of 1V to -20mV.  We are consistently seeing non-linearity (from many vendors) when input is below -20mV and are wondering if this is a inherent issue with opamps?

    There should be no fundamental issue with nonlinearity with small signals. Questions like this often arise when there is confusion over the effects of offset voltage or limited output swing capability near the power supply rail.

    If you can supply a circuit diagram and the data that show a nonlinearity, I'm sure we can sort this out.
