The most common dimension you will come across are like those in 2, 4, 6, 8, and 10. These represent the indicated distance and the tolerance. The number on the bottom is the minimum and the number on the top is the maximum value. Circles 1 and 5 depict basic dimensions, which is theoretically an exact value. Circle 9 shows that the height is a maximum of 1.1mm. I am unsure of what the symbols mean in 3 and 7. Perhaps there are websites that discuss mechanical dimensioning symbols.
