    Hi Ou,

    Thank you for your question on INA138.  The load resistor is required to be connected for proper operation of the INA138...here is a diagram showing the fundamental operation of the INA138.  I have highlighted the signal current path for you with a red arrow. 

     

    Leaving the load resistor off with output left floating (or driving a very high impedance) will result in abnormally large gain and the output will be stuck at it's maximum limit determined either by the power supply voltage or common mode voltage.
