Short-circuit output current of INA149 is different for sourcing vs sinking (see graph below) and is a function of the temperature but NOT of the power supply - the short-circuit current occurs at the knee of the graphs below where output voltage vs load current suddenly decreases. 

Based on the graphs below, the typically sourcing (current comes out) short-circuit current is about 17mA across the entire specified temperature range while the typical sinking short-circuit current varies anywhere form 25mA at 130C up to 30mA at -45C.  These typical short-circuit values may vary +/-20% with the wafer process variations.
