i m using OPA547T opamp. here i want to get 1:3 output. but at 0 input i m getting 500mV output.
don't know how to reduce this offset. can u please let me know to come out from this issue.

here i m changing R4=10K and R3= 5k gain is 3.

Can you post a schematic? Please include any biasing components as well as supply voltages, bypass capacitors etc.
The datasheet on that part shows a Vos of 1mV typical and an offset current/ bias currents of nano amps.
What datasheet figure are you referring to as R3 and R4? If R4 is the feedback resistor and R3 is the gain set resistor you should get the desired gain of 3 and the offset voltage should be under 15mV using datasheet limits.
Are you using single supply or split supplies? Is R3 tied to a good reference point?
You mention that there is 0V input. Does this mean the non inverting input is tied to ground, or is it left floating?
