getting offset 500mV for OPA547

HI,

       i am working on opa547 ic i want to get output as 1:3 ratio but i m getting 500mV offset at 0V i/p. but for 1V to 10V i m getting linearly for 1V=3V,2V=6V........... 10V= 30V. but at 0V only i m getting 500mV offset. please tell me the solution and next what step need to be taken.
