Hello,
The limiting factor of the PGA309 minimum output voltage is the output stage amplifier.
With a +5V power supply, the output range is from 0.1V to 4.9V.
The typical calibrated output voltage range of the PGA309 is from 0.5V to 4.5V to allow for overscale and underscale conditions.
