The output swing of the INA826 and INA827 should be the same. If you are looking at the Vcm vs. Vout plots in the data sheets, I recommend using this tool instead or use the INA826 figures.
Concerning SPO2 measurment...not my area but here are a couple references for you. Also, there area couple devices that may interest you...the AFE4403 and AFE4490.

Concerning IR body temperature...again not my expertise. I know of the TMP006/007, but from what I understand those devices measure skin temperature (as opposed to body temperature) and I don't think they have the accuracy for medical applications. Perhaps you can find more information about it using our E2E temperature sensing forum (https://e2e.ti.com/support/sensor/temperature_sensors) and/or medical forum (https://e2e.ti.com/support/applications/high_reliability/).
