Why ina128 is giving voltage 0.5v without giving any connection on pin 2 and 3 ? where can be a problem ?

here INA128P is used instead of AD620AN.

    Without a differential input signal, the output of the INA128 is undetermined. Try shorting them together and to ground (0V). The output should be near 0V. Then try grounding the inverting pin (2) and applying a small voltage (e.g. 500mV) to the non-inverting pin (3). The output of the INA should be approximately 5V since the gain is ~10V/V.
