generating stable 1mV reference for LMH7324 comparator

i have a pulse digitalization application

pulses are 10ns - 100ns  with a repetetion rate of 20uS and current from photo diode is arround 500uA - 70mA so the drop accross 50ohm sense resistor would be 2.5mV - 3.5V, i want to use LMH7324 for this purpose to directly digitalize the pulse, with out using any further amplification, what are the implications of doing so ??

if above is not wrong how to generate a stable reference voltage of 1mV ?
