Yes. The TLV521 can be used as a comparator, but we generally discourage the use of an op-amp as a comparator.
You would connect the op-amp the same as the comparator. Only difference is that the op-amp does not need a pull-up resistor on the output.
If you do use an op-amp as a comparator, you really should add hysteresis:

You would really be better off using a true micro-power comparator. We have several comparators that are lower power than using the TLV521.
