ina200 differential amplifier output is always around 1-4mV

I am using the INA200 as a current monitor. The differential amplifier input is across a current sense resistor. The voltage difference is 95mV and the diffential amplifier output is 0. Is the chip damaged? I tried 2 chips and they both had a nearly 0 output no matter what the input voltage difference was. The IC was soldered to a surfboard to a breadboard and flux was used to solder the chip.
