ina226: INA226 power monitor cannot shutdown.

Hi, I 'm working on INA226 power monitor.

Because it is a battery-based application, power consumption is concerned. But I found that my INA226 just cannot shutdown.

As the sheet says, the operating mode is determined by the 3 most insignificant bits [2:0] in configuration register and '000' means shutdown. But after I set them to 000, the chip still consumes a current about 500uA. 

It is nothing wrong with the other functions, the sampling time, average count can be set correctly, and both voltage and shunt voltage can be read correctly too.
