In the datasheet, under Absolute Maximum Ratings the input voltage is given with -+/ 18Volts. How can the common mode voltage then be -16/ + 80 volts ?

Thank you for using the E2E Forums.
Our manufacturing process allows us to have common mode voltages that exceed the device supply. This is a very common requirement, where the parts are fed at a lower voltage (as low as 3V3 to interface with an mcu or other logic) but are required to measure voltages on a higher voltage bus.
So to clarify, these values are correct.

Just an update to my previous reply, as I might have misunderstood your original question:
I have verified and for this particular device (INA195), there is indeed a error or the datasheet, since the AMR for inputs are stated as to -18 to 18V.
Table 7.1 should look as below:
