2. Concern resistor shunt impact power consumption
3. Can be single end and different end
4. Can be single and positive / negative power

The INA181 seems to be a reasonable choice for your requirements. In the product page there is a tool to calculate error based on the chosen sense resistor value and expected currents, so you can play around with the values and calculate power dissipation based on your requirements.
There are other options, if you are looking for a digital output, for example, such as the INA260 .
