OPA698: OPA698 Clamping Range

I understand that the OPA698 clamping pins need to be at least 400 mV apart and cannot approach closer than about 1.7V from either rail (in the +/-5V configuration).  My questions are with regard to other limits.  First, is it safe to assume that the clamping voltages are not required to be symmetrical provided they are 400 mV apart?  Second, as long as VL is 400 mV less than VH, can VH be biased to ground or even below ground, i.e. +/- 5V operation with VH = -1V and VH = 0V or even -0.5V?
