Hi Yuto,
The “1-dB Compression Point –dBm” for the Figure 5 is the output power measured at the load in dBm that will cause the gain of the circuit to drop by 1dB from its ideal small signal value at the given frequency. The 1-dB compression point at the load should be added with 3-dB to refer it at the amplifier output.
If the output power is -4dBm, you are still below the output power 1-dB compression point as shown in Figure 5.
