You mean that all comparators: LM339LM393TLV1704 have equal logic?

    Yes. All comparators follow the same logic.

    +IN > -IN = Output High
    +IN < -IN = Output Low

    Bringing the negative input higher than the positive output will make the output go "low", or pulling to ground (output transistor conducting to GND).

    Bringing the positive input higher than the negative input will make the output go "high", or not conducting (output pulled high by the pull-up resistor).
