TLE2064: Max output of TLE2064 is less than expected

I am using a TLE2064 to buffer a DAC output. I have all opamps configured as unity gain followers. I have the rails at +/-17V. When I apply a -15.000V to the input of one channel, its output is -14.978V. If I apply +15V, I get the expected +15V out. If I apply -14.5V, I get the expected -14.5V out.

The datasheet say the maximum negative peak output voltage swing is typically -13.7V with +/-15V rails. Therefore I expected to be able to hit -15V with +/-17V rails.

What gives?
