Use a Schmitt trigger calculator like https://daycounter.com/Calculators/Comparator-Hystereses-Calculator.phtml or http://www.aaabbb.de/NonInvertingSchmittTrigger/NonInvertingSchmittTrigger_en.php.

To make the output switch between 6 V and 7 V, use a voltage divider instead of a single pull-up resistor.

The TL331 is cheap and fast; the TLV3401 uses little power; the TLV1701 is available in packages smaller than SOT-23.
