LM2903 VCC is power off, INPUT+ or INPUT- is 5V

Question: if the influence is exist, Vout and VCC voltage is low? IC will be destroyed?

Hello Chao,

No. It will not be damaged.

The LM2903 does not have ESD clamps. The inputs can be taken up to 36V, regardless of supply voltage, even V+ = 0V.
