What is the Role of this 1V65 REF connected between R31 and C22. 

I have connected the same circuit but I am not able to get the output

    hmm, you should have a look again at figure 50 of datasheet of AMC1311. This figure shows how to connect an OPAmp to the output of AMC1311. Can you see the mismatch between your circuit and the circuit shown in figure 50?

    Your question: What is the Role of this 1V65 REF connected between R31 and C22?

    The 1V65_REF voltage establishes a common-mode voltage, or midscale voltage of 1.65 V on the OPA320 non-inverting input . This voltage level is one-half the 3.3 V supply voltage applied to the OPA320 V+ pin. Setting the common-mode voltage to midscale maximizes the usable input and output voltage ranges of the OPA320.

    Be sure to consider Kai's comment about your OPA320 circuit and that shown in datasheet Fig. 50.
