    I don't really understand the question so this answer might not be helpful.

    The case temperature will be set by the ambient temperature, the LM358 power dissipation, the board layout and board temperature.

    The question we want to know is "what is the IC case temperature criteria of MAX3243ECDBR and TRS3243ECDBR and LM358DR and LM358MX_NL ICs".
    As you know that the ICs operating ambient temperature criteria in the spec. file is 70 degree C, but we want to know the ICs operating case temperature criteria for checking if the ICs case temperature inside the system with some stress conditions could pass the thermal criteria or not.

    For all of these devices ambient temperature rating is 70C as you said. There is no specified case temperature other than abs max storage temperature. LM358 also has an abs max die temperature of 150C.  

    The die temperature can be estimated by measuring top of case temperature.  Tj = Tc + ψJT * Pd

    ψJT (Psi JT)  is a better factor than Tjc that implies that all heat leave via top of case. Pd is power dissipation.

    LM358D ψJT is 19.2C/W per data sheet

    LM358M ψJT is 15.5C/W  per a thermal model

    3243ECDBR ψJT is 3.2C/W per a thermal model
