LM393-N: Comparator Output Not Transitioning Low-to-High

Hello, I am using the LM393-N to try to toggle two voltages: Va and Vb. Va should drop high-to-low at V0=1V, and Vb should rise low-to-high at V0=3V. Va changes correctly. Vb never changes at all; Vb stays at 0V the entire time, regardless of V0's value. I've tried using another LM393-N chip in case the first one was damaged, but it had the same outputs. I switched the two comparators around and the same thing happened. I've checked all the connections and had someone else double-check them for me. I even reconstructed a new circuit from the ground up. I'd appreciate it if someone could shed some light on this.
