I can’t tell if the circuit is OK without knowing what each of the pin voltages are. Could you note parameters such as “IF-48V”, “IF-48VGND”, VS and so on?
Alternatively you may go through the exercise on your own based on below table. As long as these max specs are not violated, it is OK.
The answer is “NO” to your second question - “should IN- always connect to same level with GND pin?” Because IN- can be anywhere in the range of -0.3V to 26V relative to GND pin.
