My customer wants to use LM358 with MSP430AFE253. The following is the circuit

After using TLC2272, the measured data jitter is very large, but the high-precision multimeter test follows the output but is very stable.

    Do you happen to know the load capacitance (C25/C102) value? Driving a capacitve load at the output can cause stability issues. But. sometimes it is unavoidable as in this case as you're driving a MSP. Op amps inherently has an output resistance Ro which in conjunction with load capacitance creates an additional pole in the amplifier's transfer function. 

    A phase margin of 45 or greater is required for a stable circuit. Please make sure that the pole created due to load capacitance (fp) is 10x greater than UGBW. This will ensure that your circuit is stable. 

    Is your customer trying to use TLC2272 or LM358?
