How do I understand the low level output current IOL in the datasheet? Is this the sink current value?
What's the max current value that the device can sink?

Hello George,
The important graph is Figure 3 in the LM239 datasheet.
Figure 3 shows the expected output voltage from GND (VOL) over the sinking current (IOL) to GND.
So if you know the current you are sinking is 1mA at room temp, the output voltage (VOL) will be 60mV.
In the linear portion of the curve (<5mA), the output can be modeled as a 20 ohm resistor.
