LM2903: Absolute max for input pins

Hello, 

I have a question for LM2903 and LM2903B.
The absolute max of the differential inputs are defined as just +-36V for non-B version and +-38V for B version which are not related to VCC voltage.
Does this really mean this device isn’t damaged if some voltage within +-36( or 38) is input to the input pins even when VCC=0V?
And in this case, is it sure that there’s no voltage output on the OUT pin?
