LM2903: Absolute max for input pins

Hello,

I have a question for LM2903 and LM2903B.
The absolute max of the differential inputs are defined as just +-36V for non-B version and +-38V for B version which are not related to VCC voltage.
Does this really mean this device isn’t damaged if some voltage within +-36( or 38) is input to the input pins even when VCC=0V?
And in this case, is it sure that there’s no voltage output on the OUT pin?

Again, please read the LM339 family application note:

Application Design Guidelines for LM339/LM393/TL331 Family Comparators

Yes, the LM2903B inputs may be taken up to 38V without any DAMAGE, even with no supply voltage.

The output may be pulled up to 38V also, but current must be limited to abs max.

But, obviously, that does not guarantee proper operation...Minimum supply voltage and input range limits must still be observed for specified operation.
