I am trying to get the output of 2.5V peak to peak.The source is of 60V, 50Hz ,I have tried a circuit but i don't know whether i should go with the inverting or noninverting technique

I'm not exactly sure which amplifier you're using as the thread title and simulation show two different things.
At any rate, your inputs are swapped, as Kai has pointed out. Also, have you checked your resistor values? Seems like they're not going to be properly set.
Here's a link to an article on this circuit. I recommend you look at the transfer equation and schematic. It will help you to correct your issues.
