Enclosed is a XTR117 simulation, input voltage is from 0-5Vdc, output current is from 4-20mA. The output current is driving into the pot, where Vout = Iout*Pot_R.

Please use this XTR117 simulation. Other one did not simulate 0V and 4mA well. If you want use potentiometer as the input, you have to DC bias the resistor similar to input voltage from 0-5V in place of Vin source. 0V at input will give you 4mA constant output current, 5V at input will give you 20mA constant current.

Enclosed is the simulation with 5kOhm potentiometer. I simulated the circuit with 0%, 50% and 99% of settings in 5kOhm, and it works ok. Please keep in mind, depending on the type of potentiometer you used, the wipe position may not be accurate, so you may not get the accurate result as the simulation.
