As shown in the following figure, I want to know if LM2901 can work normally when only the voltage of IN- is Less than VCC-2V.
And Is there a minimum requirement of (IN+) - (IN-),if I want to output high level?

As Kai said, this is covered in section 8.2.2.1 in th LM2901-Q1 datasheet.

To make the output "High", the non-inverting input (+) must be higher than the inverting (-) input. The inverting input (-) must stay within the valid input range of (Vcc-2V).
