If I have an INA226 VBus and GND connected to a battery and the unit is not powered. Will this damage the ADC??

What you described will not damage the INA226. The input voltage ranges of the VBUS, IN+, and IN- pins are independent of the supply voltage. As long as the GND pin is tied to the negative terminal of the battery and system ground, then device does not need to be powered on when applying voltages to these input/measurement pins. This is one of the main advantages of using current sense amplifiers and power monitors.
