Your OP07C op amp is missing a feedback, hence the current circuit behaves like a comparator (your schematic does not agree with your circuit description, otherwise, the Vout will be close to supply rail voltage). Sine OP07C is not RRIO op amp, that is why Vout is approx. 1.4 or 2.3Vdc (in simulation), because it can not go lower for the single supply rail.
You need to put feedback into the circuit. Since I do not know what the circuit looks like, I will enclose the simulation, and you can modify to your requirements. if you want output wave in AC, then you also need AC input in the circuit.

I forgot drawn feedback path i.e 120k, from non-inverting to out put terminal...i need a out put trigger...is it possible.... using this...?

Can you describe your input and output circuit further? I recalled you want AC signal at the output. Also, you want to use 27V to trigger the output. I need some clarification what you are trying to do. As the circuit right now, the output is staying low or at 2.3V.
There is another issues after you add 120k feedback resistor, which it starts to interfere the 5.9V voltage divider. You may need a buffer to source your 5.9V.
I am not sure if you know the differences between op amp and comparator. It looks like that you want to comparator to trigger something from this circuit. Both Op amp and comparator have the same front end at input, however, comparator's last stage is used for threshold comparison purposes, internally it does not use compensation capacitor and output has only two states in high or low against the rails of the comparator (work in saturation modes).
Op Amp is designed for linear operation, where its output is a function of input*Gain.
