OPA211: Not working. Leaking current from input to ground

Hi there,

I was using OPA211ADIR for some DC applications, but found it was not working. So I tested it with a simple circuit, see attached. It seems that there is ~0.3mA current leaking from both inputs to ground. Any ideas about this problem?

I had tried 3 different batches of this op amp, all gave the same result.

I tried other op amps like UA741, and I did a simulation with SPICE, there was no leakage current. 

Is it a problem with my circuit or the op amp? Any feedback is appreciated.
