I use the INA333 for signal amp
the gain is 41
when I short the input end, the output still reading 0.3mv
do you have any idea to solve it?

Hi Alex,
You need to meet input Vcm voltage requirements. I assumed that your have the following circuit configuration. If you short the input, the Vcm voltage has to be greater than 100mV minimum, if V- is ground.
Alternatively, if you may add negative rail, such as LM7705 negative bias generator, if short the input without bias voltage is one of your requirements.
Also, you will need to elevate Vref voltage, if you have large output voltage swing, see Figure 20-23 in the datasheet.
